Shupin believes more needs to be done to help ensure containers cannot be used to deploy dangerous contraband into the United States. "Millions of containers enter our country each year and only a small percentage are physically inspected," said Shupin. "In addition to dramatically increasing the sheer number of inspections, we must also make it easier and faster to spot a container that may have been subject to tampering." In addition to the need for redefinition and strengthening of governmental shipping security protocols, Shupin says a further effective remedy would be the expanded use of sophisticated, tamper-evident technology, including mandates for locking bars and tape. All, when used in conjunction with a shipping container, cannot be removed without leaving behind clear evidence that tampering has occurred. It is this evidence that can greatly reduce the likelihood of dangerous devices or substances being stowed away in shipping containers without being detected by authorities. Currently, about five percent of overseas cargo being shipped into the United States is protected by tamper-evident products. "Unfortunately, it's relatively easy for a trained individual to access an unguarded container, plant something we don't want entering this country, and then close it up again - with no one noticing," Shupin added. "But when tamper-evident technology enters the equation, if someone breaks in, they leave behind that vital, clearly visible tip-off that authorities and owners need." In the case of tamper-evident packaging tape, once it is applied to an item it cannot be peeled off without easily discernable markings appearing on both the tape surface and the item being shipped.
