LIBERTYTOWN, Md./EWORLDWIRE/Jan. 18, 2010 --- Citizens gathering for an Open Holster Rally in Annapolis Lawyers' Mall on Monday, Jan. 18, 2010, are protesting inequality created by Maryland's discretionary system of issuing permits to carry a firearm, affirms the all volunteer, non-partisan effort Maryland Shall Issue ('http://www.MarylandShallIssue.org').

The event, sponsored by Maryland Shall Issue, seeks to publicize the unequal granting of permits as overwhelmingly granted to politically connected and wealthy individuals, while most others are denied permits.

Fewer than two percent of permits are issued for the purposes of self-defense. Maryland's system, according to President Paul Dembowski, leaves the public without a means of defense.

"The open holster represents the statutory disarmament of Maryland citizens," stated Dembowski. "Forty states have shall issue laws in place that require that a permit to carry a concealed firearm must be issued to citizens who have received the necessary training and have passed in-depth criminal background checks. Maryland is in the distinct minority when it comes to this national trend."
